


Rosemary Ifeoma Ugonabo is a distinguished UK-trained Chartered Certified Accountant (FCCA) and a certified Project Management Professional (APM) whose multifaceted career spans over 18 years across public service, international development, strategic financial management, and capacity building.
Currently serving as the Special Assistant to the Governor of Enugu State on Transportation, she plays a pivotal role in advancing the administration's integrated transportation agenda and reforms, focusing on safety, affordability, sustainability, infrastructure development, and economic impact. Her responsibilities and achievements include the strategic support to the Office of the Honourable Commissioner of Transport in the coordination and completion of key transport projects; the launch of Enugu Air, 5 terminals under the Transport Infrastructure Project (TIP) phase 1, drafting the State Transport Policy, leading Smart Transport initiatives, and the Enugu State Traffic Management Authority (ESTMA) reforms. Her previous contribution to governance also includes coordinating the Governor's Transition Committee Secretariat and leading project management training during the retreat of senior government officials in the last administration.
Her exemplary track record includes leadership roles in major international donor-funded initiatives such as the UK FCDO's Nigeria Infrastructure Advisory Facility (NIAF), the DFID Solar Nigeria Project, and the USAID-Deloitte Power Africa program. She served as Deputy Team Lead for NIAF at the Transmission Company of Nigeria, supervising the implementation of 22 critical national grid projects.
In academia and financial management, she was headhunted as Head of Treasury at the University of Nigeria, Nsukka, where she led a transformation of the university's financial systems, successfully implementing a Sage ERP system and restoring integrity to its bursary processes. She has since continued to distinguish herself in public sector transformation and professional excellence.
She is a serial contributor to leadership and institutional development and the Founding Partner of Adler Rose Consulting, delivering capacity-building and project management services to governments, educational institutions, non-profits, and SMEs.
Her dedication to lifelong learning is reflected in her academic achievements, including First Class Honours in B.Sc. Applied Accounting from Oxford Brookes University, a Distinction MSc from University College London, and a certificate of the 'Women in Leadership' program from Stanford Graduate School of Business. She also holds a Bachelor's in Botany from the University of Nigeria, Nsukka, and is currently pursuing a Doctorate in Business Administration (Public Leadership) at UNN Business School.
